The 2nd Asian University Women’s Volleyball Championship

09th – 15th April, 2012 in Ulaanbaatar, Mongolia

Bulletin No. 1

Under the aegis of Asian University Sports Federation, the 2nd Asian University Women’s Volleyball Championship will be held during 09th – 15th April, 2012 in Ulaanbaatar, Mongolia.

1. Invitations
Invitations to participate in this event are being sent to AUSF full members, as well as contact persons in countries or regions that are not affiliated to the AUSF.

2. Participation
2nd AUWVC 2012 Participants have to be
  • students who are currently officially registered as proceeding towards a degree or diploma at the university or  similar institute whose status is recognized by the appropriate  national academic authority of their country, or former students who have obtained their academic degree or diploma in the  year 2011;
  • must be born between January 1st, 1984 and December 31st ,1994;
  • must have full passport-holding citizenship of the country or region he or she represents.

Each country or region may enter a team with a maximum of eighteen (18) members, including twelve (12) competitors, five (5) team officials and one (1) FIVB qualified international referee.

3. Provisional Program
The program of the competitions will be determined by the Organizing Committee and the Mongolian Volleyball Association. In principle, the program will last eight (8) days maximum. The tentative program is set as follows:

Competition
10- 14 April, 2012 Competition
15 April, 2012 Competition

4. Transportation

4.1 The cost of travel from home to Ulaanbaatar/ Mongolia and return is the responsibility of participating delegations.

4.2 The Organizing Committee will only be responsible for local transport following arrival of delegations and their departure at Buyant-Ukhaa International Airport in Ulaanbaatar or Central Railway Station Ulaanbaatar and on Cultural visits and for official provisional Program.

4.3 Delegations wishing to arrange other travel not specified in 4.2 will be responsible for the payment of the cost involved.

5. Finance and Insurance

5.1 The Organizing Committee is responsible for participants’ accommodation, and meals during 07th-17th April, 2012 and all technical arrangements in connection with the championship (Meals start from lunch of 07th April, 2012 until breakfast of 17 April, 2012). The participating teams have to pay by their own at the rate of the hotel if they arrive earlier or return after the mentioned dates.

5.2 The payment due to the Organizing Committee (by fully paid-up members of AUSF) for each member of the official delegation is 60 USD per day for a maximum of 18 persons of one team (12 athletes, 5 officials, and 1 referee).

5.3 Each participant from AUSF members will be charged 10 USD as the AUSF Registration Fee before the issue of Registration Card, while each participant from Non-AUSF members will be charged 20 USD. The payment is made to the CIC Committee of AUSF directly.

5.4 Each delegation must have insurance for all members of its party. This must cover life insurance, medical insurance, public liability, property and travel insurance. The original document stating the participants’ insurance coverage must be presented at the Preliminary Inquiry Meeting.

5.5 Where necessary, the Organizing Committee shall contract at its own cost an appropriate medical insurance for all accredited persons covering illness and injury risks relating to and during the event.

6. Competition Regulations

6.1 Arrival of Teams:
The teams taking part in the 2nd Asian University Women’s Volleyball Championship competition must arrive at the hotel a minimum of two (2) days before the beginning of the competition.

6.2 General Technical Meeting
The General Technical Meeting will take place on Sunday, 08th April at 17:00 hrs. Location will be informed later.  Head of Delegation or Team Manager, Head coach, Physician, and Team interpreter (if necessary) must be present at this meeting.

6.3 Entries:
All entries must be submitted by the AUSF members or NUSF concerned. Each member university of AUSF members may form a team and submit their entries via the NUSF. Each AUSF member may make only one team entry in this championship and the composition of team is in accordance with AUSF Q, I1, and N1 Forms.

6.4 Volleyball Competition Format
The competition system is subject to the exact numbers of participating teams. The Organizing Committee will forward to each participating team a finalized competition schedule within 10 days after the Drawing of Lots.

6.4.1 If there are seven (7) or less teams participating, the competition shall be conducted on a single round robin basis. The teams ranked first and fourth will play for the first semi final. The teams ranked second and third will play for the second semi final. The loser of the two semi finals will play for the third and fourth placing and the winners of the two semi finals will play for the final.

6.4.2 If there are eight (8) - twelve (12) teams participating, the teams shall be divided in two (2) groups for a preliminary round on a single round robin basis. Each team shall play against every other team in its group. The top four (4) teams in each group will advance to the quarter finals which will be played on “single elimination” basis.

6.4.3 If there are more than thirteen (13) teams participating, the team will be distributed into four (4) groups. The system to be used will follow the ACV system.

6.5 Classification of Teams
Round Robin: The following points will be gained by each team:
Match won             2 points
Match lost              1 point
Match forfeited        0 point
In the case of equality in the number of points gained by two or more teams, Classification of Teams of FIVB shall be applied. Quarter finals, semi finals, and finals:  The classification of teams will be determined in accordance with the results of the matches (won or lost).

6.6 Competition Hall
Ulaanbaatar city, Mongolia, Buyant-Ukhaa Sports Palace

6.7 Training Halls (2 courts)
-  Central Sports Palace “A” hall
-  Sport Hall of National University of Mongolia

6.8 Team Training:
The Organizer will provide each team to practice at least 1 hour on the competition court before the competition and at least 1.5 hours on the training court everyday according to the Sports Regulations.

6.9 Equipment
Floor covering: TARAFLEX by GERFLOR will be used in competition hall.
Volleyball ball: MIKASA MVA-200. Net system: SENOH net posts, post protection, net antennae, nets, and referee’s chairs will be used in each competition hall.

6.10 Referees
Countries or regions taking part in the competition shall be liable to bring with them the FIVB International referee, at their own costs, including all kind of allowance following the customs of their federations.

Countries or regions must forward to the Organizing Committee at least three (3) months before the Championship starts, the name of their required referee. If the name is not received by this time, the Organizing Committee shall have the right to arrange for substitute official.

Countries or regions not providing the required referee shall be liable to pay USD 1,500 for the expenses of the referee. The Organizing Committee shall receive – at the moment of accreditation – the penalty fee from the countries or regions which have not fulfilled their obligations.

6.11 Complaints
Any protest of a sport nature or disciplinary nature, must reach the Control Committee who in charge of that match.

Disputes shall be resolved under FIVB regulations. (FIVB General International
Competition Regulations, 9.2)

The four appointed members of the Technical Committee, appointed by Mongolian Volleyball Association and the Control Committee of that match will convene to consider the complaint after the presentation of the complaint and render its verdict.

6.12 Number of officials allowed on the bench
During matches, teams are authorized to have a maximum of four (4) officials sit on the team bench: Coach; Assistant coach; Trainer and Physician with FIVB Accreditation Card.

6.13 Team Uniforms:
Each team must have available three sets of playing uniforms and are in accordance with the FIVB standard. The Libero player must wear a uniform whose jersey at least must contrast in color with that of the other members of the team. The Libero uniform may have a different design but it must be numbered like the rest of the team. The Libero must wear shorts of a contrasting color to the rest of the team. The manufacturer’s logo may be printed once on each piece of the uniform (jersey, shirt, short, jacket, socks, etc.) with a maximum size of 5 cm X 4 cm or 20 cm2.

During the preliminary inquiry, teams must present the uniforms of the captain; their uniform colors; and, their order of preference. Before each phase of the competition, the Technical Committee will make the final decision and announce the uniform colors to be worn for each match. During matches, the four persons authorized to sit on the team bench (Coach, Assistant coach, Trainer, Physician) must conform to either of the following dress code options:
  • All to wear their official warming up suit and polo shirt of the same color and style, OR
  • All to wear dress jacket, collared dress shirt, tie and formal slacks of the same color and style, OR
  • All to wear dress jacket, collared dress shirt, tie and formal slacks of the same color and style, except the trainer who may wear the official warming up suit and polo shirt

Pants for the Team Officials must be full length. Shorts or ¾ length pants are not allowed.  Persons not respecting this ruling will not be permitted access to their team’s bench.
Body suits or other similar garments should not exceed the length of the shorts or shirts. Medical supports may be authorized by the Referees, but body suits are not to be considered as medical supports.

6.14 Volleyball Information
Copies of the Daily Bulletin will be distributed by the Organizer to all participating teams, referees, and officials.

7. Victory Ceremony
Medals shall be presented by AUSF delegate, the President of the Organizing Committee and NUSF or his/her representatives, during the games. If possible, immediately after the event and where the competition took place, in the following manners:

7.1 The participants who have been judged first, second, and third shall take their places, in their sports costumes on a stand on the field facing the Tribune of honor, with the Winner slightly above, the second on her right and the third on her left.

7.2 For the Opening Ceremony, the Organizing Committee of the championship has deliberated that the participants will march past wearing their team uniforms.

7.3 The maximum of 17 medals will be awarded as follows:
First Prize: Gold Medal and Diploma to each member of the winning team
Second Prize: Silver Medal and Diploma to each member of the team placed 2nd
Third Prize: Bronze Medal and Diploma to each member of the team placed 3rd

8. Entry Forms
Completed application form (attached to this document) notifying intention of participation stamped with signature together with I-1 form and 2 photographs of each team member must be submitted to the Organizing Committee one time. Entry form sent back no later than
  • General Entry form G and G1 due to December 09, 2012
  • Quantitative and Referee Entry form due to January 09, 2012
  • Individual, Nominative and Travel Entry Form due to March 09, 2012
